Contents
1Objective
1.1This procedure provides the requirements for certification body halal accreditation in accordance with ISO/IEC 17065 and IHAF/RD 04:2018 Criteria for Evaluating Halal Schemes Part 1 Halal Product Certification, using IHAF approved schemes and halal scheme level detail for halal certification audits.
2Definitions
2.1As a general rule, relevant definitions of ISO/IEC 17000, ISO 9000, IHAF and Halal Scheme Owners (latest editions) are applicable.
3Scope of Accreditation

4ANAB Requirements
4.1To be eligible for accreditation the applicant certification body shall comply with ANAB criteria defined in PRO-PL-102.
5IHAF Requirements
5.1To be eligible for accreditation the applicant certification body shall comply with IHAF requirements defined in IHAF RD/04
6Halal Scheme Specific Requirements
6.1For halal scheme specific requirements, see the applicable Annex of this procedure
7Application for ANAB Accreditation
7.1ANAB provides information to the applicant or ACB on all conditions for ANAB accreditation in accordance with ANAB, IHAF and Halal Scheme Owner (HSO) requirements. Documents, which ANAB provide to the applicant certification body, are listed in PRO-PR-112.
8The Application
8.1The application is processed in accordance with PRO-PL-102 and PRO-PR-112.
8.2The applicant CB may apply for a pre-assessment, which is conducted in accordance with ANAB procedures.
8.3The applicant for initial accreditation shall submit to ANAB the signed license agreement with the associated Halal Scheme Owner if the CB use scheme that are not owned by the applicant.
8.4The applicant CB or ACB shall inform ANAB of the requested scope(s), sub scope(S) and options(s) for accreditation by submitting:
a)The completed PRO-FR-104: Application for Accreditation of Certification Bodies.
b)A copy of the applicant CB or ACB quality manual and list of halal certification program documents with dates of approval/issuance and revision.
8.5The applicant or ACB shall indicate that each requirement of ISO/IEC 17065, IAHF RD/04 and the halal certification scheme is addressed within its documents by completion of PRO-FR-105 checklist.
9Review and Acceptance of the Certification Body Application
9.1Upon receipt of the completed application and associated fees for initial accreditation or scope extension. ANAB staff shall verify that the application is complete and acknowledge that the applicant has the potential to meet the ANAB accreditation criteria and the requirements of IHAF RD/04
9.2The reviewing ANAB staff member notifies the applicant CB or ACB of the acceptance of the application.
10Assessment Team Assignment and Schedule
10.1Prior to the assessment and under the direction of the Lead Assessor each member of the team shall conduct a document review to determine compliance with ISO/IEC 17065 and CPO requirements. Results of this review must be documented, shall be shared with the applicant or ACB prior to the assessment and will be uploaded in ANSICA.
10.2Initial applicant document reviews shall include a conference call with the assessors, the applicant, and ANAB staff to review the findings in advance of scheduling the initial onsite assessment.
11Assessment Team Preparation
11.1The ANAB assessment team plans and prepares for the onsite assessment in accordance with PRO-PR-145, PRO-PR-146, IHAF RD/03 and the associated halal certification program requirements. The assessment team must conduct the assessment at the applicant or ACB headquarters and at the other locations where key certification activities are conducted. The ANAB assessment team shall follow the process defined in PRO-PL-102 and IHAF RD/03.
12Document Review
12.1Prior to the assessment and under the direction of the Lead Assessor each member of the team shall conduct a document review to determine compliance with ISO/IEC 17065, IHAF RD/04 and the Halal Scheme Owner requirements. Results of this review must be documented, shall be shared with the applicant or ACB prior to the assessment and will be uploaded in ANSICA.
12.2Initial applicant document reviews shall include a conference call with the assessors, the applicant, and ANAB staff to review the findings in advance of scheduling the initial onsite assessment.
12.3Renewal and scope extension document reviews may be provided to the ACB in writing. The ANAB assessment team shall follow the process defined in PRO-PL-102.
13Conducting the Initial Assessment
13.1Initial assessments are conducted at the applicant's head office facility and at other locations that perform key activities related to the certification process defined in PRO-PL-102.
14On-Site Assessments
14.1The onsite assessment is conducted in accordance with PRO-PL-102, PRO-PR-145, PRO-PR-146 and IHAF RD/03 requirements. During the onsite assessment at the applicant or ACB headquarters the lead assessor and technical assessor shall perform the duties outlined. The assessment team shall work in tandem to ensure all relevant information is reviewed.
15Conducting the Opening Meeting
15.1Opening meeting activities shall be consistent with requirements of PRO-PR-145 clause 19.
16Assessment
16.1The lead assessor shall verify that the applicant or ACB is administrating and operating its certification program in conformance with the requirements of ISO/IEC 17065, ANAB policies and IHAF RD/3 and Halal Scheme Owner requirements. Generally, the lead assessor will focus on clauses 4,5, and 8 of the ISO/IEC 17065 requirements (See PRO-PR 146). The ANAB assessment team shall follow the process defined in PRO-PL-102.
16.2The technical assessor shall verify that the applicant or ACB is administrating and operating the certification program in conformance with the requirements of the Halal Scheme Owner in conjunction with ISO/IEC 17065 and IAHF RD/04 requirements. Generally, the technical assessor will focus on clauses 6 and 7 of the ISO/IEC 17065 requirements. Specific Halal Scheme Owner requirement references are included in the annexes of this document.
16.3Each assessor shall record evidence of conformity/nonconformity on the PRO-FR-105 Checklist for Accreditation Requirements.
17Identifying Nonconformities
17.1The assessment team shall present their findings to the CB applicant or ACB at the end of each day.
17.2The assessment team shall post to ANSICA any issued nonconformities, and or opportunities for improvement in accordance with PRO-PR-106.
18Developing the Assessment Report
18.1Each member of the assessment team shall submit a completed report to document the assessment activities they have undertaken. This report shall include or have separately available evidence as recorded on the PRO-FR-105 checklist.
18.2The ANAB lead assessor shall develop an assessment report using the PRO-TP-101.
18.3The ANAB technical assessor shall develop an assessment report using the PRO-TP-102.
18.4If the assessment team determines that the applicant or ACB does not demonstrate conformance with the full range of the requested scope(s), the assessment team shall include such a statement in the report.
19Conducting the Closing Meeting
19.1Closing meeting activities shall be consistent with requirements of PRO-PR-145 clause 23.
20Conducting the Surveillance and Reassessment
20.1ANAB surveillance assessments and reassessments of the ACB are conducted in accordance with ANAB and certification program requirements.
20.2The first surveillance assessment will be carried out no later than 12 months from the date of the initial accreditation.
21Conducting the Witness Assessment
21.1The technical assessor shall schedule and conduct a witness assessment(s) of the applicant or ACB auditor in accordance with PRO-PR-119 to verify the competency of the CB auditor and the proper implementation of the certification program requirements.
21.2ANAB shall follow internal procedures to define the number and frequency of witness assessments.
22Decision on Accreditation
22.1The ANAB Evaluation Task Group (ETG) and Accreditation Committee are governed by and make its recommendation/decision on accreditation of the applicant or ACB in accordance with ANAB requirements.
23Appeals, Complaints and Disputes
23.1Appeals, complaints, and disputes brought before the ANAB Accreditation Committee by CBs or other interested parties shall be handled in accordance with ANAB procedures
